A Prefeitura de São Paulo se prepara para realizar um novo leilão de Certificados de Potencial Aquisição de Construção (Cepacs) no valor de R$ 650 milhões, como parte da Operação Urbana Água Branca. Foram oito anos de hiato até a administração municipal se movimentar novamente nesse sentido. A iniciativa abrangerá bairros como Lapa, Barra Funda e Perdizes, visando impulsionar os investimentos imobiliários na região – com a construção de novos espigões.
O pedido para a realização do leilão foi encaminhado à Comissão de Valores Mobiliários (CVM) no final de agosto. A data exata do leilão ainda não foi definida, mas a expectativa é que ocorra ainda este ano. Após a aprovação, a Prefeitura terá dois anos para disponibilizar os títulos em uma única oferta ou em múltiplos leilões ao longo desse período. A emissão contempla a distribuição de 600 mil Cepacs para empreendimentos residenciais, ao preço de R$ 900 por unidade, totalizando R$ 540 milhões, e 100 mil Cepacs não residenciais, cada um avaliado em R$ 1,1 mil, totalizando R$ 110 milhões.

Os Cepacs são instrumentos que permitem às incorporadoras construir prédios acima dos limites de cada bairro, possibilitando o desenvolvimento de torres mais altas e com maior número de apartamentos. Os recursos arrecadados com o leilão serão destinados a obras de infraestrutura e mobilidade na área.
