No último dia 2 de maio, ocorreu a primeira reunião do “Grupo Executivo Permanente Allianz Parque”. O GEP, como é chamado, foi instituído pela Subprefeitura Lapa e reúne membros da sociedade, do poder público e do Allianz Parque, a arena do Palmeiras.
O objetivo do grupo é tratar dos impactos causados pela Arena, desde sua inauguração, sobretudo aos moradores do entorno, como excesso de ruídos (inclusive de madrugada), sujeira, bloqueio total de vias de acesso às residências e inobservância aos parâmetros de incomodidade previstos no atual Plano Diretor.
O Conselho Participativo Municipal (CP) da Lapa acompanha o assunto desde o início desta gestão (2018-2019), ouvindo representantes da comunidade em suas reuniões e registrando os problemas nas atas do órgão.
Antônio Zagato, coordenador do conselho, explica que, em shows de grande porte, jovens interessados em comprar ingressos acabam ocupando a Praça Francisco Conde Matarazzo com barracas, mesmo sendo um espaço público. “A arena deveria ter uma área de acomodação externa para abrigar as pessoas em seu interior e não jogar para a comunidade que vive no local o barulho provocado por atividades de grande porte.”
O Allianz Parque recebeu reclamações de todas as ordens, relacionadas aos impactos dos eventos e, também, à ausência de serviços em decorrência da realização dessas atividades. As informações foram coletadas em pesquisa realizada com moradores locais. A juíza Alexandra Fuchs de Araújo, da 6ª Vara da Fazenda Pública, julgou improcedente a ação civil pública que a Promotoria de Habitação e Urbanismo do Ministério Público (MP) promoveu contra a Prefeitura de São Paulo por “omitir-se no cumprimento de seu dever de impedir o comércio irregular ambulante durante a realização de eventos no Allianz Parque”. Para a magistrada, a Prefeitura vem fazendo a sua parte.
