O Governo de São Paulo lançou, neste sábado (7), em Campinas, um novo edital para o Trem Intercidades (TIC) Eixo Norte, mantendo o cronograma de entrega do projeto e buscando torná-lo mais atraente e acessível aos usuários. O projeto envolve um investimento de R$ 13,5 bilhões e o leilão está marcado para 29 de fevereiro de 2024.
O TIC visa proporcionar conforto, velocidade e estimular a economia local, além de aliviar o congestionamento nas rodovias Anhanguera-Bandeirantes. O projeto inclui a ligação por trem entre a capital São Paulo e a cidade de Campinas, oferecendo um serviço expresso entre a Estação Barra Funda e Campinas, com parada em Jundiaí, cobrindo aproximadamente 100 quilômetros em 64 minutos de viagem. A tarifa média anual para o serviço expresso será de até R$ 50, com um valor máximo de R$ 64, conforme estipulado no edital.
Uma das novidades é que o Estado garantirá 90% da receita estimada para o funcionamento do serviço expresso e, se as tarifas arrecadarem 10% a mais do que o previsto, o lucro será compartilhado entre o Estado e o operador privado. Essas medidas visam garantir uma receita mínima para a operação e tornar o modal mais competitivo e acessível.
O projeto também inclui o Trem Intermetropolitano (TIM), que terá cinco estações: Jundiaí, Louveira, Vinhedo, Valinhos e Campinas, percorrendo 44 quilômetros em 33 minutos de viagem. A parceria público-privada (PPP) também prevê a concessão da Linha 7-Rubi da Companhia Paulista de Trens Metropolitanos (CPTM). Ela vai operar entre as estações Barra Funda e Jundiaí. São 57 quilômetros, com 17 estações e 61 minutos de viagem. Além disso, 30 trens que fazem esse trajeto serão transferidos ao futuro concessionário. O valor máximo da tarifa do TIM será de R$ 14,05. Já o bilhete da Linha 7-Rubi seguirá a tarifa pública de R$ 4,40.
O novo edital aumenta o aporte do Estado no TIC Eixo Norte para R$ 8,5 bilhões, representando cerca de 75% do custo total do projeto, com parte dos recursos provenientes de um empréstimo firmado entre o governo estadual e o BNDES. O valor da contraprestação a ser paga pelo governo ao longo dos 30 anos da concessão diminuiu de R$ 400 milhões para cerca de R$ 250 milhões.
O leilão estará aberto a várias entidades, brasileiras ou estrangeiras, e o critério principal de seleção será o maior desconto sobre a contraprestação máxima a ser paga pelo Estado. Em caso de empate, o critério secundário será a maior redução do aporte do Estado no projeto.
